Friendliness, respect for people of different nationalities are not passed by inheritance, in each generation must be taught again and again, and the earlier starts forming these qualities, the more resistant they become.
Research evidence in Australia suggests that the best efforts to reduce discrimination and support diversity;
- Are multi-level
- Are multi-strategy
- Are based on sound psychological, sociological and /or educational theory
- Are matched to the social and cognitive skills of participants
- Include adequate teacher-training
The approaches used in the Eastern Siberian Pre-school are consistent with those listed above.
The focus on child and parent interaction is particularly important in preschool and we know presents an opportunity to teach parenting skills, challenge stereotypes and promote pro-social behaviors. Gender stereotypes can also be discussed and gently challenged during this period.
The success of such initiatives often depends on the preparation of teachers to implement appropriate pedagogies that are sustainable. This is where we often fail to realize program aims because teachers lack confidence, capacity and resources to deliver the program.

This was a very good presentation and the model for a multicultural education in the university setting is comprehensive and evidence-based. It appears to have a nice mix of knowledge, skill development and a focus on democratic principles.
We have found one of the critical factors in such approaches is the modelling of good practice in the learning institution. Democratic and social justice principles must be evident in practice and polices of the school or university. This can be difficult and requires broad agreement and constant vigilance to sustain.
Understanding and enacting shared values is critical for promoting tolerant and peaceful communities. Democracy, citizenship and governance can be taught but it is when students have opportunities to undertake civic responsibility, practice social skills and develop an awareness of other values and positions that notions of social cohesion are developed. Such experiences are reinforced when the institution model democracy and inclusion.

I found this presentation very interesting and highlight the challenge of integrating people from different cultural, linguistic and social backgrounds. We have similar experiences in Australia.
The underlying causes of interethnic conflicts identified in the research identified
- Decrease in tolerance
- Inadequate curriculum / pedagogical response
- Counterproductive community leadership
These responses are typical in places where people feel threatened or there is a lack of perceived support or empathy. In a recent VicHealth report a number of principles were cited as being critical to race-based discrimination and support diversity. These included
- Increasing empathy
- Raising awareness
- Providing accurate information
- Recognising incompatible beliefs
- Increasing personal accountability
- Breaking down barriers between groups
- Increasing organisational accountability

The writer has alluded to the need for Russia, like other countries to be collaborative in a more interconnected world. Language learning is seen as an important factor in developing cognitive and behavioural skills for such collaborations. This is consistent with the approaches in Australia.
In Victoria the Education Department has prioritised language learning in conjunction with Intercultural understanding in recognition of the importance of being multilingual in a globalised world.
There is recognition of a variety of approaches that underpin intercultural understanding.
The aim of the program at Udmurt University to develop the ‘whole’ student based social, behavioural, academic and personal domains is very positive.

We too have problems with terms such as multicultural education. We do not use polycultural education. Multicultural education has been applied in the past to education for migrants or refugees, people mainly from non-English speaking countries. It therefore reflected an intention to assimilate and integrate the new arrivals to be more like the mainstream.
As the writer suggests multicultural education was initially used in migrant countries like USA, Canada and Australia to ensure equal rights for minorities and an appreciation for diversity. The write suggests multicultural education can be used in Russia as a tool of integration for migrants.
This intention has been changing in Australia and we now promote intercultural understanding / literacy as being good for everybody, particularly in a globalised interconnected world. That is there is personal, social and economic benefit for all students to understand the world, learn English as well as a second language and to be able to relate to people of different cultures and beliefs. We still struggle to come up with adequate terms and still use multicultural education. Many people in schools still think that if they are doing multicultural education by raising cultural awareness through ‘foods, festivals, fashion, flags and fables’. This can be positive but it can offer reinforce stereotypes.
In Australia the notion of integration can have a very superficial impact generally or a negative effect on the target groups.One of the criticisms of integration is that it tends to treat diversity as a problem rather than an asset. This can lead to teachers having lower expectations of particular groups of students based on a ‘deficiency perspective, which in turn has a negative impact on students’ sense of self-worth and ability the different cultural groups.
The writer raises the issue of ‘real communication’ between cultures which is commendable if this means mutual sharing and understanding of different perspectives, beliefs and experiences with the view to learn from each other. One of the important elements of good intercultural understanding is being reflective and critically aware of your own culture. In this way self-awareness and responsibility which in turn assists in the reduction of cultural tension.

I agree with Paul on a number of points particularly about multicultural education moving beyond interpersonal relationships and simply celebrating diversity or what we call in Victoria the 5 Fs — food, flags, festivals, fashion and fables. The USA is like Australia in that we are both countries built on migration. Celebrating cultural diversity can be part of a larger approach but change is most significant when it occurs at structural or societal level. We are using the 5 Standpoints (see my presentation) as a way of identifying where schools have focussed their efforts in multicultural education.
Like Paul suggests the real change stakes place when social inequalities or injustices are addressed. We are trying to equip students to take social responsibility for positive change.
The notion of intersectionality theory is interesting and relevant. A focus on cultural diversity alone can be limiting in that class, gender, age as well as ethnicity can all contribute to identity / oppression / discrimination.
We have recently experienced a racist event on a bus in Victoria that was filmed and went viral on YouTube. I and many other Victorians were distressed by the event which saw a Frenchwomen taunted and threatened for singing in her own language however I was hearted by the fact that we have broad public awareness and legislative framework to respond to such events.
I believe the future of multiculturalism for a country like Australia is dependent on consolidating a human rights and responsibilities agenda at a policy and legislative level as well as promoting universal values such as ‘Fair Go’, respect and care and compassion at social and individual level. Education remains a key and success can be gauged when most young people can legitimately see themselves as citizens of a diverse multicultural society and globalised world.

Поликультурность — социальная данность, которая стала предметом озабоченности мирового сообщества в современных условиях. С этим необходимо считаться, поскольку она будет определять социальное благополучие в жизни будущих поколений. Неслучайно тема безопасности зазвучала в последние 10 лет с все большей настойчивостью. Где, как не в сфере образования взращивать поликультурно ориентированных граждан, для которых культурное разнообразие является богатством и инструментом их личностного становления и умения жить среди людей? Как сделать поликультурность образовательным фактом?
На симпозиуме было много размышлений на эту тему. С позиций управленцев проявилось стремление придать поликультурности статус идеологии и на этой основе выстроить модель образования (И. В. Балицкая, Южно-Сахалинский университет). В региональном контексте — решать проблемы межкультурной коммуникации и адаптации иностранных студентов к условиям обучения в России (Е. В. Савелова, Хабаровск; коллеги РУДН, Москва). Практика показывает, что принимаемые меры в этом направлении — выделение дополнительных часов на изучение русского языка, адаптация текстов, проживание с русскими студентами, как это было в советское время, организационные мероприятия по их включению в русскую жизнь и др. — не очень эффективны. Происходят какие-то не очень простые процессы в этой поликультурной жизни, возникающей в образовательной среде. Вот свидетельство одной из студенток УдГУ, проучившейся год в южнокорейском университете. Она владела английским языком на очень хорошем уровне и по приезде испытала чувство сильной эйфории, попав в совершенно новую для себя обстановку. Но затем впала в столь же сильную депрессию: ей не хватало родного … языка, пространства, накала общения и т.п. Она преодолела все трудности и приобрела мощный ресурс, чтобы поставить себе новые цели, отправиться за рубеж для обучения в магистратуре. И, думаю, без южнокорейского опыта, она могла и не отважиться на этот новый опыт. А ведь ей было бы безопаснее оставаться в родном городе, где есть друзья, родные. Хотя иногда в преодолении опасностей нарабатывается ощущение личной безопасности.
В условиях поликультурной образовательной среды возникают вопросы этнопсихологической подготовки личности к самореализации в этой среде. Основы такой подготовки были предложены в выступлении Т. Ц. Тудуповой (Бурятский университет).
Но особый интерес вызвали выступления, связанные с практической работой по преобразованию среды в поликультурную. Такой проект осуществляется в Нарвском колледже. Его суть в интегрированном обучении предмету и языку (О. Н. Бурдакова, А. Голубева, Нарвский колледж, Эстония). Идея очень сильная и практически доступная, если делать последовательно и не прибегать к администрированию. Дать учителям возможность накапливать новые образовательные практики. Идея внедряется на всех уровнях. Школа сама выбирает предметы, которые буду вестись на двух языках. Сначала музыка, ручной труд, физкультура. Технология обучения называется языковой поддержкой. Ее представили так: сначала материал дается на русском языке, потом он предлагается к освоению на эстонском. Возникает феномен тандемного образования, апробируемый в высшем образовании там, где происходит укрупнение учебных дисциплин.
Пятигорский лингвистический университет принимает во внимание потребности молодых общаться на чатах, форумах зарубежных ресурсов, в социальных сетях и обращается к развитию медиативной культуры (С. В. Гридин).
Для нас поликультурный характер образования задан самой логикой современной жизни, динамикой ее движения к признанию самодовлеющей ценности индивида и его ближайшего социокультурного окружения. И в этой среде культура становится содержанием обучения, а языки культуры, в том числе естественные, — инструментом освоения и передачи культур. Неразрывная связь языка и культуры требует технологического оснащения. В Западной Европе вообще говорят о едином предмете «язык-культура».
